Article 1
These Rewards Regulations and Procedures are herebypromulgated in accordance with Paragraph (4) under Article (11) to the Act for the Establishment and Management of Free Trade Zones (hereinafter referred to as the FTZ Act) to prescribe the procedures and guidelines for the implementation of aforesaid Article of the FTZ Act in order to facilitate compliance therewith and achieve the objectives thereof.
Article 2
Business enterprises in a Free Trade Zone (hereinafter referred to as the FTZ) to which these Rewards Regulations and Procedures are applicable refer to those enterprises operating in the FTZ whose employed Indigenous Persons thereof exceeds the Indigenous Employment Quota requirements prescribed in the provision contained in Paragraph (2) under Article (11) to the FTZ Act.
However, in the event of enterprises operating in the FTZ of an international airport, regulations and procedures of said international airport shall take precedence.
The term “Indigenous Persons” as referred to in the preceding paragraph referred to individuals who are officially recognized as such in accordance with the provisions under The Status of Indigenous Peoples Act.
Article 3
In cases where the number of Indigenous workers to be employed is computed in such manner as prescribed underabovementioned provisions concerning the Indigenous Staffing Quota contained in Paragraph (2) under Article (11) to the FTZ Act, the fractional part of the resulting number, if any, shall be dropped, that is, instead of rounding up to one (1), any number less than one (1) shall not count.
The number of workers as referred to in the immediately preceding paragraph shall refer to the number of workers officially reported and enrolled in the Labor Insurance as well as working actually in the FTZ on a daily basis, as evidenced by the insurance record on the first (1st) day of each calendar month.
Article 4
With regard to the Rewards application, all eligible enterprises operating in the FTZ may, on their own initiatives, file their applications with the Administrative Authorities responsible for the FTZ (hereinafter referred to as the FTZ Administrative Authorities) starting March 1st through March 30th on a yearly basis, providing all the following documents bearing witness to the immediately previous calendar year:
1. Duly accomplished Application Form for the Rewards for Employing Indigenous Workers;
2. List of names of Indigenous workers relevant to the Rewards;
3. Proof of insurance coverage for Indigenous workers actually working in the FTZ.
The above-mentioned documents, if accepted and processed, shall be forwarded to the Central Competent Authority of Indigenous Peoples Affairs by April 30th of each calendar year for further review and final approval.
Article 5
Eligible enterprises and/or successful applicants for Rewards shall be considered and awarded according to the following Rewards Criteria:
1. Outstanding Award: In terms of Indigenous Staffing Quota, enterprises whose monthly surplus totals up to three (3) or more Indigenous workers in the previous year for a total of six (6) or more calendar months in aggregate shall be awarded with a Medal.
2. Excellence Award: In terms of Indigenous Staffing Quota, enterprises whose monthly surplus totals up to five (5) or more Indigenous workers in the previous year for a total of six (6) or more calendar months in aggregate shall be awarded with a Certificate of Merit.
 
Article 6
Eligible enterprises and/or successful applicants for Rewards in accordance with these Rewards Regulations and Procedures shall receive public commendations from the Central Competent Indigenous Peoples Affairs Authority.
Article 7
These Rewards Regulations and Procedures shall come into force as from the date of its promulgation.
