• “Indigenous Language Teaching Program and Translation Program” are officially launched in National Dong Hwa University

    Council of Indigenous Peoples (hereinafter referred to as the Council) hosted “2017 Indigenous Language Promotion & Personnel Reinforcement Seminar”- indigenous language teaching program and translation program has been launched on August 14th and August 21st 2017 respectively in National Dong Hwa University. Each program recruited 70 trainees and there were 140 trainees in total from indigenous language teachers all over Taiwan, editors of various indigenous language teaching materials, members of new vocabulary formulation team, and the staff of indigenous language translation and writing employed at township (district, city) office in indigenous area participating in the professional indigenous language course together. The course is 36 hours per week. 2017 Indigenous Language Promotion & Personnel Reinforcement Seminar- indigenous language teaching program and translation program received very good amount of applications. The registration number for each program was 135 people and 141 people respectively, and it doubled the registration number from the past years. Moreover, the two programs this year cover 11 different indigenous languages with the most senior trainee admitted at 76 years old and the youngest at 24 years old. It is gradually reflecting both seniors and young people nowadays are enthusiastic in participating in the activities for indigenous language promotion and presenting indigenous people’s emphasis on the loss of their languages. According to the Council, the indigenous language teaching program launched focuses on those who are the practitioners of indigenous language teaching to advance their professional knowledge in indigenous language structure, teaching method, class management, and teaching curriculum design in order to optimize the quality of indigenous language teaching environment.     Alian96.3, Indigenous Radio Station, was formally launched on August 9th, and the public can listen to the complete program through FM 96.3 or downloading from Hinet hichannel network.     The launch of Alian96.3 Indigenous Radio Station on August 9th also has its special meaning. In order to honor the position and rights of indigenous peoples, United Nations set August 9th each year as The International Day of the World's Indigenous Peoples on December 23rd, 1994. In this important moment that belongs to indigenous peoples, the launch of the radio station is further with the meaning of integrating into the world. The 9 key indigenous policies addressed by President include guaranteeing indigenous people’s right of media access, reducing the urban-rural digital gaps, and maintain subjectivity of ethnic group. The launch of Indigenous Radio Station is the implementation of the regulation in Article 12, the Indigenous Peoples Basic Law and is the concrete practice of protecting indigenous peoples’ communications and media access.     Council of Indigenous Peoples further expressed the President announced “Indigenous Languages Development Act” on June 14th and indigenous languages become the national language. “Indigenous Languages Development Act” also defines that the Indigenous Peoples TV and radios sponsored by government should produce programs and language learning courses of indigenous languages as well as the percentage of using indigenous languages must not lower than 50% of total hours of that institution.   • Foundation of Indigenous Languages Sustainable Continuity Indigenous Languages Immersion Preschool Recognition and Performance Presentation

    Council of Indigenous Peoples (hereinafter referred to as the Council) planned to hold “Academic Year 2016 Indigenous Language Immersion Excellent Preschool, Family, and Individual Recognition and Performance Presentation” in Banquet Room, E-Da Skylark Hotel Kaohsiung on August 12th, 2016 (Saturday) in order to praise the excellent preschools and individuals that participate in “Academic Year 2016 Indigenous Language Immersion Preschool program”. Welcome the participation from all the indigenous people and friends from various industries that care about the rooting of indigenous languages. To select excellent preschools, families and individuals, the Council invited experts and scholars in early childhood education and relevant areas for two-stage strict review of on-site, evaluation and selecting meeting, to select preschools and individuals with outstanding performance, rewarding their devotion and efforts in executing the program. The presentation will announce the 5 awards (Excellent Indigenous Language Immersion Preschool, Excellent Indigenous Language Teacher and Caregiver, Excellent Teacher and Caregiver, Excellent Parents-Children Co-Learning Family, and Excellent Indigenous Language Learning Child).   • Looking Back on the Past, Looking Forward to the Future - Running by the Council of Indigenous Peoples The Seminar on Review and Prospect of Indigenous Peoples Policy in Taiwan

    The Council of Indigenous Peoples will hold a seminar on review and prospect of the indigenous peoples policy in Taiwan in the international conference hall of the National Library (20 Zhongshan South Road, Taipei) on Thursday, August 3rd and Friday August 4th. They invited experts and scholars specialize in indigenous peoples field, practical people and representatives of administrative authority to discuss the topic of the indigenous peoples policy.     The discussion in the seminar will surround eight topics, which are the transitional justice and historical justice in Taiwan indigenous peoples, the law and politics development in Taiwan indigenous peoples, the  educational culture and art performance in indigenous peoples, social welfare in indigenous peoples, economic development in Taiwan indigenous peoples, public infrastructure in Taiwan indigenous peoples, land policy in Taiwan indigenous peoples and population and rights index in indigenous peoples etc. A total of 25 specialized articles will be discussed and the related theme poster will also be posted synchronously in the exhibition venue during the meeting.   • The Survey of employment status about indigenous peoples in 2016

      A survey of the employment status about indigenous people in 2016 was released by the Council of Indigenous Peoples. The result shown the average number of indigenous people labor was 258,112, and the labor participation rate was 60.87%. The average of employment figures was 247,905, comparing with  237,395 in 2015, which increased 10,027, whereas the average of unemployment figures was ten thousand and two hundred and seven and the unemployment rate was 3.95%, comparing with 10,237 in last year, which reduce thirty and the average of unemployment rate was 4.13% declining of 0.18 percentage points, but contracting to the same year national unemployment rate is 3.92%, it was higher than the unemployment rate was 0.03 percentage points.      In 2016, the average monthly income of the indigenous people was thirty thousand and fifty dollars, an increase of one thousand seven hundred and ninety-two dollars over the previous year of twenty-eight thousand and two hundred fifty-eight dollars.   The Council of Indigenous Peoples will continue supporting for unemployment figures to cumulative employment skills, selection of work, stable economic income, it have created more than three Job service platforms for the indigenous people, which including setting up the original JOB of indigenous people human resources network (http://iwork.apc.gov.tw), the indigenous people employment service line is 0800-066995 and the local service commissioner, providing employment counseling, occupation training promotion and job matching services.   • An official document written in indigenous languages~Not difficult

    According to press reports, it is difficult to write an official document in 16 indigenous languages! Council of Indigenous Peoples (hereinafter referred to as the Council) said today that government agencies (institutions, schools) and state-owned enterprises in indigenous areas should write official documents in local indigenous languages, regulated by Indigenous Language Development Act Article 14. In other words, relevant agencies (institutions) and schools in indigenous areas should choose 1-2 indigenous languages used in the local areas combining with Mandarin to write official documents bilingually. There won’t be any problem in writing an official document in 16 indigenous languages and the issue of “unable to read”.     In order to implement the launch of writing official documents in indigenous languages, the Council has worked out official document templates in 16 indigenous languages with the common vocabularies that are often used in official documents for offices in indigenous villages (town, city, and district) to use. Besides, indigenous language promotion personnel will be established at government agencies in each municipality, county (city) and offices in indigenous villages (town, city, and district) from 2018 to deal with indigenous language translation and solve human resource needed for official document translation.       The Council further expressed the promotion of writing official documents in indigenous languages is to make the depth of written indigenous language solid. Through indigenous language documents, not only indigenous people who are not familiar with Mandarin can understand various policy messages of indigenous peoples’ rights expressed by government agencies in official documents but also an environment of learning to use indigenous languages. In public, sectors can be created by increasing the visibility of indigenous languages, extend the opportunities and fields of using indigenous languages and develop a living environment of indigenous languages.

  • Council of Indigenous Peoples approved full project of “Indigenous Peoples’ theater on mountain and in ocean named Jialulan square construction plan”

     Council of Indigenous Peoples approved the full projects of “Indigenous Peoples’ theater of mountain and ocean plus Jialulan square construction plan (hereinafter referred to as Mountain and Ocean Program)” submitted by Hualien County Government on the other day. It includes the feasibility assessment of “Indigenous Peoples’ traditional arts enrichment plan (hereinafter referred to as Enrichment Program) that has already been agreed and these two projects are both medium large cultural construction plans in Hualien County. According to the Council, the government are preparing to invest NT$199,520,000 and NT$199,720,000 to Mountain and Ocean Program and Enrichment Program respectively in the future. With the total NT$399,240,000 investment budget, government is anticipated to promote cultural project construction for indigenous tribes in Hualien area and drive the development of local tribes.     Mountain and Ocean Program is located in Yuhai Section, Fengpin Township, Hualien County and it is close to Jici Beach with land area of 15,877 square meters. In the future, an art performance and landscape interactive theater will unionized with Mountain and Ocean Program will be built together. Singing and dancing, delicious food and art crafts with the features from surrounding local tribes as well as combined with local indigenous life experience and ecological tourism. The ultimate goal unionized  the three features phases, economy, culture, and ecology in Hualien area. In addition, Mountain and Ocean Program reserves a certain percentage of working opportunities to local indigenous people and offers employment rights protection of priority in recruiting local indigenous people; what’s more important is to grant “right of management” and “right of participation” to tribes.   • The 8th Taiwan Indigenous Literature Camp First Time Reaches Tribes in Cities

    In order to continue promoting and developing literature creation among indigenous peoples, Council of Indigenous Peoples special launches “The 8th Taiwan Indigenous Literature Award”. The topic of the activity is “kavaluwan” (means lily in Paiwanic language), expects writers of indigenous literature to use words as seeds and sow beautiful appointments originated from ancient times. It is aimed to invite all of indigenous people to join chanting songs for lives and earth! The first activity of Indigenous Literature Award is literature camp, and it will be held in Taipei from July 21st to 24th 2017 for whoever is interested in indigenous literature creation. This year, the indigenous literature camp is the first time held in a metropolitan area. Various guest speakers, topics are arranged and they provide indigenous people, live in metropolitan area, information and make indigenous peoples understand the modern issues form different aspects. The topics this year are in wide ranges, including modern indigenous’ playwriting creation, poem creation, nature writing, literature and dance to increase participants’ writing skills through discussion and practice.     President announced “Indigenous Languages Development Act” on June 14th, 2017, and it means indigenous languages step forwards to a new era formally.   • 2017 Indigenous Peoples Cultural Festival in Central Taiwan Austronesian Singing and Dancing at a Summer Night!

    Council of Indigenous Peoples hosts a series of activities for 2017 Indigenous Peoples Cultural Festival together with Indigenous Peoples Commission of Taichung City Government. Activities of “Austronesian Singing and Dancing” and “Indigenous lovely marketplace” are held at Taichung Fulfillment Amphitheatre and Wen-Hsin Forest Park today (19th). The activity was jointly visited by Tsai Jung-Chieh the Deputy Executive Manager from Central Taiwan Joint Services Center, Executive Yuan, Mayaw Kumud the Minister from indigenous Peoples Commission of Taichung City Government, and Tsai Miao-Ling the Deputy Director from Council of Indigenous Peoples to announce the start of the festival together.
