Austronesian Forum Explores and Shares on the Indigenous Historical Justice and Transitional Justice,

2018 Austronesian Forum wasofficially held in the international conference room of the National CentralLibrary today (August 2), with delegates, experts and scholars invited from 15countries to participate and share on the major themes regarding indigenoushistorical justice and transitional justice. In addition to the report made bythe Executive Yuan on the works of indigenous historical justice andtransitional justice, delegates and scholars from various countries willexplore issues regarding transitional justice.

The Forum conference began withopening remarks by Lin Wan-yi, Minister without Portfolio of Executive Yuan,followed by IcyangParod, Minister of Council of Indigenous Peoples, who, on behalf ofExecutive Yuan, reported to the entire nation and foreign delegations at theconference on the progress of the indigenous historical justice andtransitional justice in Taiwan.

Minister Icyang pointed out that toaddress the historical trauma and deprivation of rights faced by the indigenouspeoples in the past, the President issued an official apology on behalf of thegovernment on August 1, 2016, followed by the establishment of President OfficeIndigenous Historical Justice and Transitional Justice Committee. In which, thePresident served as the convener and held regular meetings with representativesfrom 16 ethnic groups to form nation’s major policy; expert panels moderated byexperts and scholars have also embarked on the investigation and clarificationof historical truth, hoping that the nation and indigenous peoples, and variousindigenous peoples amongst themselves may achieve true reconciliation in thefuture.

Minister Icyang pointed out in thereport that the Indigenous Languages Development Act adopted in 2017 confirmedthe status of the indigenous languages as national languages, and that inindigenous regions, indigenous languages are the local official languages,official documents must be bilingual, signage and place names will alsogradually be replaced by bilingual versions. In the future, there will be 825full-time employed indigenous language teachers and 150 indigenous languagepromoters, the indigenous languages will be passed on with the governmentbacking the entire indigenous language revitalization effort.

Finally,Minister Icyang mentioned that the Indigenous Historical Justice andRestoration of Rights Act (draft) was passed by the Executive Yuan on May 10,2018, and submitted to the Legislative Yuan for review, should the Act beadopted, the Indigenous Historical Justice and Land Investigation Committeeshall be established as an independent agency, with specific legal basis,organizational structure, budget and human resources to process the investigations,and complete the fundamental legal basis for the work of indigenous historicaljustice and transitional justice.

Afterthe report, the five expert panel conveners of the Presidential OfficeIndigenous Historical Justice and Transitional Justice Committee hosted eachsession as moderators, inviting domestic and foreign delegates with experiencesin indigenous affairs to speak and participate in discussions, exchangeopinions on issues including culture, history, language, land and reconciliation,and such exchange will be used as important references for future policypromotion. Through this platform, we aspire to reconnect the long interrupted maritimehistorical and cultural memories of the Austronesian peoples, graduallyestablish substantial relationship with the Austronesian Peoples, and createmore opportunities for further cooperation.

Councilof Indigenous Peoples expressed that the progress result of the indigenoushistorical justice and transitional justice is already published on the websiteand open to the public, a summary of the progress is also attached forreference.
