Council of Indigenous Peoples Issues the Directions of Subsidies on Acting School-Type Indigenous Peoples Experimental Education

To encourage schools below senior high school to implement experimental education of indigenous peoples and establish a brand-new education pattern as well as cultivating the new-generation of indigenous people with both tradition and modern knowledge, the Council of Indigenous Peoples has issued  Directions of Subsidies on Acting School-Type Indigenous Peoples Experimental Education” on September 10th, 2016. The approved school with indigenous peoples experimental education project are enabled to apply for subsidies in accordance with directions.


The culture of indigenous peoples is facing the crises involving fall of septuagenarians and the traditional tribal knowledge loss, however, the race education connotations fitting the needs of indigenous students hasn’t been systematically established by the formal education in our nation, causing adversities of race culture adversity. By implementing the statute of school-type experimental education implementation, indigenous students have the opportunity to, within the formal education system, take courses of indigenous peoples primarily composed of mother culture at formal session time in order to revitalize indigenous peoples culture.


Currently schools promoting school-type indigenous peoples experimental education include 6 schools in total such as P'uma Elementary School in Taichung City, Minzu Daai Elementary School in Kaohsiung City, Timur Elementary School and Evergreen Lily Elementary School in Pingtung County, and Nangwan Elementary and Tuban Elementary School in Taitung County. According to the rules as prescribed in the “Directions of Subsidies on Acting School-Type Indigenous Peoples Experimental Education”, experimenting schools can get a maximum subsidy of 2 million NTD at preparation period, and a maximum of 1.5 million NTD each year during experiment period. The subsidized items include development and teaching expenses of indigenous peoples education courses, salaries and wages for indigenous peoples teacher, teaching material and equipment fee, fees for building indigenous peoples education environment, etc.


According to Icyang Parod, Commissioner of Council of Indigenous Peoples, Indigenous Peoples Experimental Education can facilitate indigenous student of their proficiency on their mother tongue and clan recognition. Also, it can increase students’ life and learning adaptation, basic academic ability and learning achievements. The effectiveness of promotion indigenous peoples’ experimental education can also be considered foundation of establishing clan schools in the future. We expect to make indigenous peoples education to blossom in all places through the issuance of this direction. In addition, we appeal to all the cities in Taiwan to have more key schools for indigenous people to join in crew for promoting race education.
