Chairperson of Council of Indigenous Peoples received Sabino Anastacio, Speaker of the House of Delegates of Republic of Palau

IcyangParod, Chairperson of Council of Indigenous Peoples, received Sabino Anastacio, Speaker of the House of Delegates of Republic of Palau, at 4 P.M. on 28th, welcoming the delegation’s visit and exchanging opinions concerning bilateral policy, education and culture.

 

Chairperson Icyang greeted in Amis and Palauan in the first place, and welcomed the distinguished guests from Palau, who are also Austronesian, to “come home – come back to the origin where the Austronesian spread”. The chairperson explained that the communication between the Council and Palau has been started since “the 2002 Assembly of Austronesian Leaders”. Later, we signed the Palau Declaration at “The First Taiwan-Pacific Allies Summit” in 2006, and the Memorandum of Understanding with Palau Department of State in 2007. What impressed the Chairperson Icyang most was the “2008 Austronesian Forum Inaugural Meeting” held in Palau, to which the Council of Indigenous Peoples led more than 70 Township Mayors from Indigenous Area and signed the “Declaration of the Austronesian Forum on Cooperation”. Although the Forum has not been set because of power transfer, the bilateral relations are still friendly and cooperative. In addition, the Chairperson also mentioned about President Tsai Ing-wen’s nine policies concerning Indigenous Peoples, including promoting transitional justice for Indigenous Peoples. President Tsai, on behalf of the government, will make a public apology to the Indigenous Peoples on August 1st, 2016 (Indigenous Peoples Day), which will be a precedent for other countries in Asia. When the delegations heard that, a stormy applause echoed in the hall.

 

Sabino Anastacio, Speaker of the House of Delegates of Republic of Palau, specially greeted in Palauan and we invited Vanda Sherry (萬黛雪莉), a Medical Specialist in Embassy of The Republic of Palau and also a daughter-in-law of Taiwan’s Rukai, as the interpreter. The Speaker pointed out that Vanda Sherry is the best achievement of the communication between Indigenous Peoples in Taiwan and Palau and he also felt gratified by President Tsai’s coming apology to Indigenous Peoples, which shows that Taiwan’s democracy and emphasis on the rights of Indigenous Peoples have been beyond and above other countries in Pacific Ocean. He promised that he will, by all means, consolidate the diplomatic relations during his term.

 

The Council of Indigenous Peoples indicated that Taiwan Indigenous Peoples are part of the Austronesian, who are facing many common issues, so countries may communicate with each other and study the experiences mutually. The communication activities with South Pacific Ocean can also help Taiwan improve cultural relations with other countries.
