The issue of Indigenous people's health inequality has received increasing attention in recent years. The issues include low average life span, high standardized mortality from accident injuries, and insufficient medical resources in the indigenous rural areas, all of which are sufficient to show the health inequalities of the indigenous people. Therefore, how to deepen the health awareness of tribal people is of great importance to all walks of life.
In the past, the Council of Indigenous Peoples has long promoted plans to promote the prevention of tribal health and accident injuries, but it has not been popularized 748 tribes yet. In 2018, it adopted the goal-oriented strategy and took the tribe as the unit, focusing on strengthening the individuals and the tribal and environmental health as well as forming mutually-supporting groups among tribes. It was mainly implemented by Tribal Culture & Health Station and Indigenous Family Service Center, and the manpower available was applied to reinforce the practice of healthy tribes so as to monitor the effectiveness. Moreover, it aimed to increase awareness of autonomous health management, and the “Health Promotion and Injury Prevention Planning for Indigenous People's Accidents” was renamed as “Implementary Plan for Promoting Healthy Tribes”. The work was carried out in tribes/communities to focus and facilitate the awareness of health among tribes as well as strengthen the safe environment in tribes.
Tribal Culture & Health Station and Indigenous Family Service Center were basic platforms for promoting social welfare services and cares for Indigenous Peoples. The educational training was conducted to improve the cognition of social workers and care-givers on promoting healthy tribes and skills. The educational training was scheduled to be carried out in four session. For the first two sessions, they would be held between Jun. 6 and June 7, 2018 as well as Jul. 2 and Jul. 3, 2018 by Nantou Civil Service Development Institute, Personnel Administration Office, Executive Yuan. There were 80 participants for each session. In addition, the training in Yihua and Taitung was going to be held between Jul. and Aug. 2018. At that time, the Council would announce the registration method, and the staffs of each Tribal Culture & Health Station and Indigenous Family Service Center were welcome to sign up.
