The tailor-made courses are provided based on the demands of the schools and students and 11 institutions of higher education is involved in the cooperation with175 indigenous students participating in the training, among whom 60 students have won the international certificate.   • Welcome to submit your opinions of Indigenous Legal Entities Planning and Setting

    In May 1st, 2016, Council of Indigenous Peoples passed the procedure of new draft bills, “Indigenous Legal Entities Planning and Setting”, then it consistently held 12 forums for “Indigenous Legal Entities” and 5 forums for “crucially consultative policies” to receive suggestions from all people in this profession. Then it started to amend the new draft bills, which are quite different from the previous version, so it will announce the new draft bill for 2nd time in order to receive more opinions. Council of Indigenous Peoples indicates the procedure of new draft bills “Indigenous Legal Entities Planning and Setting” are different from the previous version in mainly three policy guidelines. One, missions of Indigenous Legal Entities are flexibly arranged by Indigenous tribes. Two, solidify co-operation between local government and the Indigenous Legal Entities. Three, allows indigenous president to be representatives of Indigenous Legal Entities. Council of Indigenous Peoples pointed out, in the previous version of draft bill, Legal Indigenous Legal Entities shall define the mission of developing tribes, but effected by the Indigenous self-governing regulations. The future missions of developing tribes are planned in accordance with the regulation. Council of Indigenous Peoples emphasizes that Indigenous Legal Entities is not an “autonomous body (according in Local Government Act)”, so it does not belong to a part of township or county; therefore it has its own individual right. For the future co-operation, Indigenous Legal Entities shall be restricted by Indigenous self-governing regulations and administrative organs of government, and capable of organizing the consistent developing plan.” Council of Indigenous Peoples stated that in order to solidify co-operation between local government and the Indigenous Legal Entities, by respecting Indigenous self-governing tribes, we shall clarify the Municipalities, County, city and Township (town, city, district) as local organization groups, and expect them to execute their duties, which makes local governments execute public affairs as a strong supp

  • Serial Lecture “Training New Talents, Keeping the Original History”- Cultivate Indigenous Peoples Traditional and Intellectual Protection Talent

    To enforce the goal and spirit of Protection Act for the Traditional Intellectual Creations of Indigenous Peoples (hereinafter referred to as “TICIP”), and enhance students and teachers' awareness of the theory and practice of the Act in domestic colleges , Council of Indigenous Peoples selected Fu Jen University, which is qualified to process and ratify the “The Indigenous Peoples Traditional and Intellectual Protection Talent Training Plan,” to hold a serial lecture “ Training new talents, Keeping the Original History” at the 4th floor of Schoütte Memorial Library, Cultural Multi-Functional Exhibition Space, in two days(21、22). The participants were mainly students majoring in Law, which showed the care of Indigenous peoples traditional and intellectual creation.. WANG MEI-PING, Director of Economic Development Department of Council of Indigenous Peoples, stated after TICIP was published in the end of 2008, Council of Indigenous Peoples spent several years consulting and pretesting. Finally, in March 2016, the new relevant law of TICIP was revised.” The legislation spirit of TICIP is to increase the awareness of Indigenous peoples’ Intellectual property, and authorize indigenous people the cultural recreation rights.” The purpose of TICIP is not to eliminate the recreation rights by using Indigenous peoples’ Intellectual property. Instead, the purpose is to ensure people are using the Indigenous peoples’ Intellectual property with the Indigenous Peoples’ agreement and authorization. In 2017, Council of Indigenous Peoples will ratify total 8 universities to hold serial lectures “The Indigenous Peoples Traditional and Intellectual Protection Talent Training Plan”, Intensive courses or relevant courses for credits.   • “2018 Innovation of Cultural Indigenous Music Subsidy Plans” has been promoted and started to apply in the October

    Council of Indigenous Peoples starts to promote 2018 Innovation of Cultural Indigenous Music Subsidiary Plan on Oct 1st, 2017. The plan includes the six subsidy allowances, creating script of Indigenous movies, filming new TV program of Indigenous Peoples, adding new Indigenous Peoples’ TV unit in existed TV program, recoding and revealing the history of Indigenous Peoples, creating and prompting Innovation of Cultural Indigenous Music, and marking the Indigenous Music or Videos. The six subsidy allowances, amount between NT 60000 to 3000000, are welcoming the indigenous music creator to apply. See the detail of regulation of allowances and apply it within the required time.     Council of Indigenous Peoples, in order to promote the cultural development of Indigenous movies, TV shows and music, fully encourage programmer and creator of Indigenous peoples to produce indigenously historical, cultural, artistic product. Since 2012, initially, the Council of Indigenous Peoples has allowanced the subsidy Cultural Indigenous Musical Reactive Industry (8 Indigenous history documentary, 8 Indigenous movies recreation, 17 Indigenous TV program edition and more than 50 Indigenous musical albums). Some of them were reworded the best 5 prizes in Taipei Film Awards such as "Only I Grow up - Lokah Laqi ", " Invisible Ancient Country ", " cepo " , " Dalan ",  made by the best Indigenous singer, GAO,JHONG-JIE (alias Balai), Anu Kaliting Sadipongan(company, Within Arts Studio),  LU,JIE-SING (alias Sangpuy, company, Katatepan Cultural Studio).   In 2017, 36 cases have applied the Subsidy Plans.   • No politics involves! Council of Indigenous Peoples responded to Mayer of New Taipei City that Proposal of Museum of Indigenous Peoples is consulting Scholars and Expert respectfully.

    On September 21st, National Museum of Indigenous Peoples (phrased Museum of Indigenous Peoples) will be established in Kaohsiung Clarification Lake Area. The New Taipei City Government doubts the proposal of establishment is involved political factors. The Council of Indigenous Peoples responses 1.       Proposal of Museum of Indigenous Peoples established in May 2016, which was during crucial periods of Party Alternation. The former Chairperson of Council of Indigenous Peoples (LIN, JIANG-YI) postponed and revaluated the proposal considerably. In the first session of 9th Internal Administration Committee of the Legislative Yuan, committeeman had an agreement that Council of Indigenous Peoples shall reselect the address of Museum of Indigenous Peoples with deeply re-estimate. 2.       Council of Indigenous Peoples follows the agreement supervised the process of re-address of Museum of Indigenous Peoples on July 6th, 2016. It also listen the opinions from all county and city government’s agents to reselect the location, somehow, in pursuance of the justice, disclosure and profession, it invited the related field experts and scholars as groups to revaluated the suitable location by according five factors, general conditions,  implementation procedures, geographical advantage, procedure development process and public transportation. 3.       Kaohsiung Clarification Lake Area, 14 hectares big, are practically available contains natural ecological beauty, which can fully express the cultural interaction between Indigenous People and nature.   • National Museum of Indigenous Peoples Rests at Kaohsiung City

    The Council of Indigenous Peoples (hereinafter referred to as the Council) has re-applied for the site selection evaluation for National Museum of Indigenous Peoples (hereinafter referred to as the Museum) subject to resolution of Session 1, 9th Home Affairs Committee, Legislature in a bid to show its respect for public supervision and openness to all kinds of valuable views. For the purpose of adhering to the fair, open, and objective principle of site selection, the Vice Chairman, Wang, Ming-Hui acted as the convener to form a site selection group by inviting Professor Wang, Sung-Shan of Museum Science, Curator Li, Sha-Li, Anthropologist and Vice Curator, Lin, Chi-Hsing, Director of Indigenous Peoples Cultures, Pu, Chung-Cheng, Urbanist and Committee Member, Chou, Chi-Lung as well as Professor of Transport, Luo, Hsiao-Hsien. After the professional evaluation, the Museum was finally to be based at Cheng Ching Lake Park, Kaohsiung City.   8 local governments i.e. New Taipei City, Taoyuan City, Kaohsiung City, Hsinchu City, Miaoli County, Pingtung County, Yilan County as well as Hualien County proposed suggestions on museum base and expressed their strong will after the site selection evaluation re-application was announced on Jul. 6, 2016 by the Council. The comprehensive evaluations were carried out in regards to base conditions, supporting measures, development schedule, regional strengths, communication and transportation, etc. before site investigation and after base opening up since Sept. 2016. And Cheng Ching Lank Park in Kaohsiung City was ultimately chosen as base of original Museum, the strengths of it are as follows: 1. With convenient transportation that accesses to 180,000 indigenous people in Kaohsiung City, Pingtung County, Taitung County, Tainan City where accommodate maximum Indigenous Peoples and Pingpu indigenous groups. It’s thus strengthening the interactions and communications between indigenous villages and Museum and facilitating the cultural, educational and creative industry development in indigenous villages. 2.   • The Council of Indigenous Peoples Responded to the External Doubts about the Site Selection Result of the National Museum of Indigenous Peoples

    The responses to the external doubts about the Council’s selection of Cheng Ching Lake Park as the site of Original National Museum of Indigenous Peoples (hereinafter referred to as the Original Museum) are as follows: 1. In legitimacy of site re-selection: the site selection evaluation of the Original Museum according to the resolution of Legislature by the Council of Indigenous Peoples not only showed its respect for public supervision but also included the cities and counties across the country into the scope of site selection and made it more legislative. 2. Lack of fair of 2 proposals: in order to seek for the best Museum base, the site selection group recommended local governments to propose based on the actual conditions during the site investigation. For the sake of fairness, the Council asked the local governments to resubmit the feasible recommendations and the process could be made to public for criticism. 3. Population insufficiency of indigenous peoples in the base selected, keeping away from the indigenous villages: Kaohsiung is an important southern city in Taiwan which connects the  180,000 indigenous peoples from Tainan City, Pingtung County and Taitung County as well as 27 indigenous villages that makes it a densest region for indigenous peoples and Pingpu Indigenous Peoples groups, thus reinforcing the interactions and communications between indigenous villages and Museum and promoting the development of indigenous village in terms of education, culture and cultural innovation. 4. Political aspect, without taking resource distribution justice into consideration: for the sake of justice and fairness as well as objectiveness of site selection for Original Museum, the Council specially invited the professionals from related field to form a site selection group and carried out site selection evaluation based on their professions. They finally selected the base regardless of the political factors. 5. Mis-evaluation of base area to be selected in New Taipei City: it was asserted by the New Taipei City government that the available areas of San Ying Park was 30 hectares, however, the actually available ones were 3 hectares;
